Yes, I agree. Their characters lack continuity, most of the time. I think the biggest example is the baby storyline. There's no way Finn, Puck and Quinn would be that unscathed by something as big as this happening to them so young.
The lack of overall continuity in this show is sometimes very infuriating. An even more recent example is Blaine. They've modified his personality over the hiatus and they try to write it off as "character depth" but something is off with this new version of Blaine, compared to what we learned before the break.
I think they're juniors... We know Blaine is, and it has been said he's the same age than Kurt and the others. I was pretty sure they were juniors last year as well, so it's kind of ludicrous. But hey, if that means a third season, I'm not going to complain. My biggest question, though, is whether they're all the same age. It seems silly to think that everyone in the glee club is the same age, but it looks like it. Anyway, it's Glee, what are we expecting? All those flaws are part of why we love this show so much.
